Firefox 21 beta has added several new features but that won't change the user experience much. One of the features added is the Three State UI for DNTs. Now users will be able to choose between three options for the Do Not Track feature.

Firefox 21 beta also comes with a new feature that will help improve startup speed. If Firefox detects unusually slow startup time then it will give suggestions to make it better. Finally the feature that might be helpful to a lot of users is the ability to restore removed thumbnails on New Tab Page. There have been some other feature addition and changes.
